As long as there's been IT infrastructure, there's been the need for ongoing maintenance. The more you do, the more servers you need to add. The more servers you add, the more people you need to manage those servers. And adding people means adding costs.

In the days before virtualization and cloud computing, IT departments could keep up with the maintenance of growing server farms simply by hiring more sysadmins. Sysadmin costs increased linearly with the number of servers — not really an ideal situation, but the industry has muddled through somehow.
