Changing from Cluster-wide to Zone-wide Storage

Historically, all Primary Storage Pools inside CloudStack were Cluster-wide. Each Pool was “dedicated” to one cluster only – or in other words, only hosts in one cluster could access/use that Primary Storage Pool.
